Land Planning and Entitlements

Throughout the course of its 27-year history, Fieldstone has entitled over 10,000 lots in many different municipalities throughout Southern California, Texas, and Utah. As a result, we understand the important steps in the entitlement process and how to keep project entitlements on track.

Fieldstone’s entitlement services include completing all aspects of the entitlement processes for the governing federal, state and local jurisdictions. We are experienced in navigating California’s CEQA process, including Environmental Impact Reports and Specific Plans. We have also processed numerous federal or state environmental permits, tentative and final tract maps, plat maps and improvement plans.

Acting as your Development Manager, Fieldstone can assist you to: 

Develop a business plan for your proposed entitlement effort and provide input on strategic matters such as its political viability, environmental constraints and market acceptance
Create a proactive community outreach program that is implemented early on in the entitlement process
Manage to completion the entitlement efforts with the local jurisdiction;
Obtain all federal or state permits (as necessary)
Assist in determining if public financing is viable for the project
Track the budget and schedule to ensure that key milestones are being met
Coordinate infrastructure issues with adjacent property owners to ensure that yourentitlement plan can be constructed efficiently.


Fieldstone has a reputation for working hand-in-hand with city and county agencies to obtain viable entitlements that also maximize land value. We have negotiated and formed numerous Community Facilities Districts, Development Agreements and Conditions of Approval. We are also adept at the formation and management of Homeowner’s Associations.
